Assignment Description Terms of Reference Farmer Survey in Turkey Background Turkey is the largest refugee-hosting country in the world, with 3.6 million Syrians living under temporary protection (SuTP). While refugees reside across the country, an estimated 75 percent currently dwell in just 10 provinces. Since their first arrival to the country in 2011, Turkey has devoted considerable resources to ensure that the refugee populations` humanitarian needs concerning health, education, social protection, and municipal services are met. As part of this response to the Syrian migrants` crisis, social assistance is being provided through the Emergency Social Safety Net (ESSN) Program to around 1.5 million refugees. The Government of Turkey (GoT) aims to enable Syrians under Temporary Protection (SuTPs) to become economically active, improve their living and working conditions, graduate from social assistance, and contribute to the Turkish economy. Given the skill composition among refugee workers , the agricultural sector has the potential to absorb a significant share of the refugee population. While the share of agriculture in GDP in Turkey has been declining, agriculture still represents about 20 percent of the employment in the country (5.5 million people). Given the relatively low skills of the labor pool, agriculture is well suited to provide employment opportunities to refugees. The World Bank in collaboration with the Agricultural Credit Cooperatives of Turkey (ACC) and the Turkish Red Crescent is implementing a project which aims support the integration of low-skilled refugees and host community workers into the agricultural labor market. The project includes both demand and supply side and supply side interventions aimed at creating formal jobs in agriculture. On the demand side the project will offer technical assistance as well as financial support to farmers. Specifically, the project will cover a part of the net wage as well as the entire social security premiums and taxes needed to be paid to formally employ workers. Through this mechanism, as well as certain other interventions, the project aims to create formal employment in agriculture for approximately 8,000 in 6 provinces - Mersin, , Adana, Adiyaman, Gaziantep, Izmir, and Bursa. In order to develop policies to support formal employment of natives and SuTPs in the labor market, it is important to understand preferences on both labor demand in the agricultural sector and labor supply of the native and refugee populations. At present, however, knowledge is limited. The proposed study seeks to learn more about farmers profiles and preferences and monitor project outcomes. The survey will include modules that cover a variety of topics specifically designed to understand the labor needs of the farmers. Purpose of the Consultancy The primary purpose of the consultancy is to implement a two-part survey with a representative sample of farmers who are eligible for the ACC-TRC-World Bank project for formalizing agricultural jobs primarily in green house cultivation, vegetable, and fruit. While the project will cover the six provinces mentioned above, the activities under this consultancy will be implemented only in one of the six provinces. The survey is expected to include at least three modules: (i) farm characteristics, and finances; (ii) worker characteristics; and (iii) farmers attitudes towards formalizing informal jobs, hiring practices employing refugees, as well as their assessment of the farm worker labor market in their area. In addition to these 3 modules, in a second survey visit, a multiple price list (MPL) procedure will be conducted to elicit farmers preferences regarding the formalization of jobs on their farm. Both the survey visits will be conducted at the homes of respondents. If applicable, surveyors may be accompanied by ACC staff to implement the results of the MPL in real time or report the MPL outcomes directly to the PIs and the ACC at the end of each survey day. Sampling Frame A representative sample of at least 1000 farmers in the selected project province will be surveyed in two visits. The second visit may be conducted with a subset of farmers (see below). We expect the survey to be conducted in May and June, 2021. Farmers are eligible to participate in the World Bank-ACC-TRC project on formalizing agricultural jobs if the following apply: Owns or manages a farm that is registered with the government and eligible for ACC credit, Has employed one or more workers over the past 3 years, Currently employing, looking to employ, or interested in finding a farm worker within the next 6 months. The firm will first be provided with a sampling frame of 1100 registered and ACC-credit eligible farmers with location and contact information by ACC, with back-up samples of 200 farmers each as needed if the sampling frame is exhausted without reaching the required minimum sample size. Enumerators will first conduct interviews by phone or in person to establish project eligibility. The firm will then conduct the first survey with 1,000 farmers at the respondents home. Based on the responses provided in the first survey, the research team will provide a list of farmers to be visited to conduct the MPL procedure. The survey program needs to assign unique IDs to each farmer that enable linking records between the two survey rounds. After field testing we may adjust first and second visit sample sizes to maintain a total number of survey visits of approximately 2000. Objectives and Essential Duties and Responsibilities The farmer survey will be developed, implemented and documented between March 1st and August 1st 2021. Below are outlined the key objectives and deliverables: 1. Acquisition of Permissions and Insurance The Survey Firm is responsible for adhering to local laws and obtaining any required permits related to the survey implementation, as well as survey team health and accident insurance, salary, taxes, and others as necessary. The firm should also obtain ethical approval from all relevant local bodies. DELIVERABLES (1): The Survey Firm will be provided a basic research protocol and description of an informed consent process. The deliverable for this component is evidence of ethical clearance, insurance and permits needed to implement the survey (if needed WB will assist with this part). 2. Adaptation and Pre-Testing of Questionnaires The Survey Firm will be provided a set of draft questionnaires in English by the World Bank Evaluation Team. The Survey Firm will commission or carry out translations and back translations of the survey instrument, consent process, and other materials for subjects, for final approval by the World Bank research team. The Survey Firm will program electronic data entry for enumerators based on the consent process and survey instrument using SurveyCTO (see below). In close consultation with the Principal Investigators and based on a set of at least 20 pilot interviews, the Survey Firm will adapt the survey to the local context, including phrasing of questions and adaptation of multiple-choice response options. Once the Survey Firm has adapted, translated, and back-translated the questionnaire, the Survey Firm will conduct a full field test of the questionnaires with 20 interview subjects. Based on the feedback and results from the pre-testing and full field test the World Bank team will make the necessary adjustments to the sampling strategy, the sample size and the instrument to accurately capture the intended information on the study population. Full piloting and field testing of the MPL survey module as well as surveyor training for the MPL module will take place between survey visits 1 and 2. DELIVERABLES (2): The deliverables for this component are the 1) translations and backtranslations of the questionnaire, 2) pre-testing report including timing of modules and response rates, 3) comments from interviewers and supervisors in a pre-test debrief and necessary changes to the questionnaire, 4) field test report including timing of modules and response rates. 3. Field Procedure Plan The field procedure plan should outline in detail all aspects of the field work to be conducted by the Survey Firm, including: 1. Coding strategy in order to ensure each eligible respondent is assigned a unique identifier and this unique identifier can be used to merge seamlessly across data sets from different survey visits, as well as data quality control measures 2. A well-defined deployment strategy to maximize response rates among respondents in the sampling frame which is suited to the local context and study population. 3. Procedures for selecting replacements should some selected respondents refuse to participate or be otherwise unable to participate.
