  • Expression of Interest are invited for Private Real Estate Sector Capacity Assessment in two Turkish Metropolitan Municipalities The objective of this consultancy is to assess the capacity of the private sector to work with the public sector to increase private sector investment in urban transformation (UT) areas in Turkey. This assessment will take place in two metropolitan municipalities. Within each of these municipalities, this consultancy should (1) identify which developers and investors could invest in UT areas based on their stated and desired investment universes; (2) what their preferred partnership and modalities for investments are; and (3) outline likely partnership and transaction structures to facilitate this investment, and the challenges and opportunities for each sector. Several contextual dimensions should be considered: (1) the impact of Turkeys UT Strategy Guidelines and Action Plan (and other relevant strategies);(2) existing and proposed types of investments models for UT areas (eg land-based financing); and (3) the local market dynamics impacting the municipality and study area. Eligibility restrictions apply: The assignment should be carried out by a multi-disciplinary Consultant team. The team should include relevant expertise in infrastructure financing, local market analytics and brokerage and public administration/regulatory advisory. The firms proposed team should have demonstrated prior experience in real estate advisory, property investment consulting and infrastructure financing (local and global). Background knowledge of urban planning, municipal finance, and urban resilience, climate change, and disaster mitigation is required. The Team Lead should meet the following qualification requirements: (1) at least 15 years of property investment and real estate advisory experience; (2) fluent in written and spoken in Turkish and English, and (3) experienced working with international and non-profit organizations developing feasibility studies for urban regeneration projects. The Organization/Consultant should be able to mobilize, at the written request of the Client, a pool of other non-key experts in various fields who will support the production of deliverables.
