Dear Bidder,The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.Below is a summary of the work to be performed:The mid-term evaluation (MTE) will assess the progress, achievements, and continued relevance of the EU-funded "Strengthening Social Partners and Civil Society Capacities on Fundamental Principles and Rights at Work" Project (EUR 5 million, 2023 2027). Guided by OECD/DAC criteria—relevance, coherence, effectiveness, efficiency, sustainability, and impact—the MTE will ensure accountability to the donor and stakeholders while fostering organizational learning and adaptive management. Using a mixed-methods approach, the evaluator will review project documents, conduct interviews, focus groups, and surveys, and triangulate findings to test the Theory of Change and verify results chains.Cross-cutting priorities—gender equality, disability inclusion, social dialogue, international labour standards, and just transition—will be systematically integrated.
